We cannot allow detente to mean the submergence of genuine issues of concern to both nations. In this regard. we must impress upon the President the concern and determination of this body that the problems of Soviet Jewry should be high on the list of issues discussed during his upcoming talks with Soviet leaders. Mr. Speaker. it is my hope that my colleagues will join with me in voting for this resolution. It is a strong statement in support of those of the Jewish faith living in the Soviet Union and it seeks to provide them with the opportunity of selfexpression. including the right to emigrate to any nation they wish.
