I am certainly honored to join my colleague. the gentleman from Florida in this 82d commemoration of the founding of the Pan American Union. Pan American Day is always a reminder to me of the great progress we have made in hemispherical cooperation. and the even greater challenges which still lie before us. As a resident of south Florida I am still reminded of the tragic consequences of the political upheaval in Cuba. and its effects on the lives of thousands of Cuban refugees still exiled in Florida. but at the same time I am heartened by the progress which many of our Latin American neighbors have made in overcoming the obstacles of unemployment. inflation. and poverty which are prevalent in so much of Latin America. This is certainly an appropriate time to reassess the policies of the past and rededicate ourselves to the fulfillment of the hopes and promises which the future holds. Mr.
