We cannot allow these enemy forces to threaten the safety of our diminishing forces. I believe that the United States should take whatever actions are necessary to prevent them from being successful in this dastardly attack on the South Vietnamese. The North Vietnamese forces have already caused tens of thousands of refugees to flee their homes. They have caused and have inflicted a large number of civilian casualties. They have destroyed South Vietnamese outposts and fire bases by heavy artillery and mortar attacks and have advanced 10 or more miles on a broad front into South Vietnam.
