Mr. President. the most basic of human rights is the freedom to worship as ones conscience dictates. Equally important is the right of all people to emigrate to a country which offers religious freedom and a haven safe from persecution and discrimination. Today. Soviet Jews are being denied these fundamental human rights. The State of Israel has openly and freely welcomed all Jews to seek refuge within that democratic state. People of conscience around the world have joined Israel in the ancient cry. "Let My People Go." addressed to the Soviet Government. This is done out of the deep conviction and recognition of the principle that the plight of the Jewish people and other religious minorities in Russia is of concern to all of us.
