Mr. President. in recent months the Soviet Union has relaxed somewhat its previously stringent policies on emigrationby allowing members of the Jewish minority to emigrate to Israel and other countries. The increase in the number of Jews granted emigration permits has been at least partly due to the role of world opinion. The uniform sense of outrage produced by reports of harassment and persecution of the Jewish community and of individual Jews in the Soviet Union led to a great outpouring of statements condemning Soviet policies and placed effective pressure on Moscow to adopt more humane policies. We should not be deluded into thinking that a slight change in one aspect of the Soviets treatment of their minorities implies a general liberalization in their attitude toward religious groups or toward what is called the nationalities question.
