Mr. Chairman. I came into this Chamber today prepared to endorse this bill enthusiastically. until I heard the speech of the gentleman from Michigan who called my attention to the fact that in his opinion this was a retreat to the national origins system. Then I read In the committee report the statement of the Department of State. which is quite clear. and which states their opinion of what we are doing here. In looking over the bill. it is apparent that there is a builtin prejudice. that we are looking to assist two countries. which may be all right. but I believe we ought to recognize. at least. what we are doing. I notice that the Department of Labor stands opposed to this. I notice. in addition. that the Immigration and Naturalization Service was not even invited to appear at the hearings. Mr. Chairman. it seems to me that the bill may be all right.
