I can only say. again. that If you are going to pass special legislation to clean up this backlog. which we are under no obligation to do. it is a perfectly logical time to pass legislation to keep the backlog from coming back to plague us and lead to future legislation as has been the case in the past. Moreover. I think it is fair to point out to the committee in this connection that the amendment which I will propose and which will in the future limit the fifth preference to unmarried brothers and sisters only is consistent with the thrust of the immigration law. which is to reunite families. Those people who are married have families of their own. They have formed another family unit and they do not need to come in. to be consistent with our statute.
