I thank the gentleman for yielding. because we have not yet had any discussion of the statement made by the Department of State opposing this bill. I do not think that has been pointed out to the Members of this body. for the precise reason that it represents a step backward toward a national origins quota systema system which the Department continues to oppose. In view of the fact that you and others here have said it does not represent a step backward. would the gentleman care to explain why the State Department is taking a contrary position on this measure?
