Bangladesh is in need of international assistance. and it is In American interest to Join in a cooperative aid effort. To do that. the first step which must be taken Is to recognize Bangladesh. The second step Is to clearly identify the level of our assistance thus far. and to conform with the law by allocating those funds appropriated by Congress for relief of the refugees who have now returned to Bangladesh. The third step is to restore the aid which we have already committed to India and take other diplomatic action which would indicate our concern for moving on to an era of goodwill between our countries.
