S. 3142 and S. 3115. Both bills address an urgent humanitarian need: the need to help with resettling Jews who are fortunate enough to be allowed to leave the Soviet Union. Both bills would make available funds to assist the resettlement of Jewish refugees. This is a noble project. fully in the American tradition of refugee aid. Since World War II the United States had been properly generous in aiding refugees. A total of $2.8 billion has been spent for this purpose. This is a commendable cause for this Nation. which is wealthy enough to afford generosity. and principled enough to know when it is called for.
