I ask unanimous consent that there be printed in the RECORD at the conclusion of my remarks correspondence which I have had with Mr. Michael Meyerson of American Documentary Films and with the Department of State concerning visas for four Cubans to attend a Cuban film festival in New York. March 24 to April 2. It will be noted that the State Department has denied the Cubans applications for visas. This strikes me as a particularly shortsighted policy. The distinguished majority and minority leaders of the Senate are planning a trip to Communist China. President Nixon and Prime Minister Chou Enlai have agreed to encourage cultural exchanges. This presumably means that the State Department will be issuing visas to Chinese Communist film makers. I do not understand what there is about the Cubans which makes them so dangerous to the security of the United States when the State Department is apparently not concerned about the Chinese. This is only one more in a long series of episodes which indicates to me that the State Departments policy toward Cuba should be thoroughly reviewed.
