I had the privilege of welcoming this great man to Hunter College. and I am pleased that my alma mater paid tribute to him this year. F. D. R. became the leader of our Nation when it was struggling through its worst economic crisis. his spirit convinced us all that we could once again stand on our feet. his bold leadership enabled us to institute urgently needed social programs and carried us through a long and terrible war. I include at the conclusion of my remarks the program of the anniversary observance and two papers--Bernard Shulls "The Economic Policies of the New Deal" and Abba Schwartzs "F. D. R. and Refugee Policy"-delivered there:
