Mexico has attracted a particularly large number of firms in part because of its proximity. but largely because of the Mexican Governments border industrialization program. Under this program. Mexico offers wholly owned subsidiaries of foreign companies many special privileges such as leasing arrangements. work permits for key personnel. and duty free import of machinery. raw material. and supplies. All the labor. however. except the managers. must be Mexican. and the products must be exported. Since wages in this region vary between 20 cents and 55 cents an hour. it comes as no surprise that the program has been spectacularly successful.
