Session #92 · 1971–73

Speech #920178424

President. over the past several months. speculators have quipped that the new nation of Bangladesh would be "an international basket case" or "occupy a prominent position on the world dole for a long time to come." Dr. Gustav F. Papanek. of the Harvard University Development Advisory Service. who has had 20 years professional experience dealing with the economy of West Pakistan and the former East Pakistan. now Bangladesh. offers a different and more optimistic analysis. His research of Bangladeshs economic situation leads him to conclude thatBangladesh is potentially a selfsustaining economy . . . but in the next few years it will urgently need help from the outside. I ask unanimous consent that Dr. Papaneks timely paper. which he presented to the Senate Subcommittee on Refugees be printed in the RECORD.
