It has been claimed that recognition of Bangladesh is needed so that we can resume trade relationships. and be in a position to resume humanitarian relief. If such ties are considered desirable. they can be developed without the formality of recognition. Speaking of humanitarian relief. it is disappointing to me that the Prime Minister of Bangladesh. Sheikh Mujibur Rahman. declared in Calcutta yesterday that he "cannot express gratitude to the United States." Despite his reluctance to acknowledge it. it is a fact that the United States. prior to the outbreak of hostilities. outstripped all foreign countries in extending aid to the people of East Pakistannow Bangladesh. We also were by far the largest foreign contributor to assistance to Bengali refugees in India.
