Mr. President. I yield myself such time as I may require. The amendment restores $50 million to the appropriation for the relief of refugees in East Pakistan. The authorizing legislation in both the Senate and the House has provided $250 million in assistance for the refugees. That same amount was requested by the President in his budget. The appropriation bill so far provides only $175 million. In other CXVIII- 173Part 3 words. the amount authorized has been reduced by $75 million. As I understand it. the reason for the cut is an assumption that adequate food is available in Bangladesh for the people of that nation. and that a $175 million contribution by the United States is a fair share of what it is assumed will be a multinational contribution of about $650 million.
