We must have diplomatic relations to carry out aid programs and establish interim contacts with the people of Bangladesh. Funds have already been authorized and appropriated by Congress for this purpose. The United States and the World Bank are preparing for a fullscale relief effort and other voluntary agencies have been working foi a considerable amount of time with the refugee problem. All the President has to do is make these funds available to the organizations which in his estimation are best equipped to handle this major task. I urge him to work as much as possible with the United Nations and its subsidiary organizations.
