Mr. President. in the first place. in the conference on the continuing resolution we fought to get this. It was not easy to do. but we succeeded in getting everything that the Senator from Florida wanted. And we have gone so far as to include an additional $600.000 in recognition of the expenditures by Dade County for public schooling for the Cuban refugee schoolchildren. In 1970 the full Federal reimbursement was not made because of the lack of funds. This was a very small program in 1961 and 1962 when the Senator from Connecticut was Secretary of Health. Education. and Welfare.
