The people who appeared were sincere and made a fine impression on the committee. The difficulty with this program is that it is tremendously unfair. and imposes an enormous and growing burden on the Federal Government. with no end in sight. What we really do in the Senate bill is allow $29 million more than the House for Cuban refugees. We have modestly and moderately reduced the impact of the whole bill by saying that. after Cuban refugees have been here for 3 years. the localities should be able to assume the costs of welfare. This applies only for those who have been here more than 3 years and is a relatively limited and modest part of the whole burden. In fact. it is less than 10 percent.
