Illinois. as well as many others. the burden is less. but also substantial. I cannot for the life of me see how the U.S. Government. after having taken an official position for 12 years and extended a hand of welcome to these refugees. and encouraged them to come here and resettle here. can now cut off. on a few weeks notice. the welfare payments that are so necessary to take care of those refugees who do not have the funds to take care of themselves. I would like to point out. Mr. President. that actually this has been one of the best immigrations the United States of America has ever had. We got the cream of the crop as far as the Cubans are concerned. People came over to this country who are lawyers. doctors. scientists. and engineers. including. for example. the entire faculty of the University of Havana Medical School.
