Mr. President. one final point. I agree with the Senator from Wisconsin that what we really need is a Bureau of Humanitarian and Refugees Affairs within the State Department. Our committee recommended this in 1966. It would concern itself not only with the problems of refugees but also with. the victims of natural disasters. and it would coordinate all the humanitarian programs. - -. I agree with the Senator. But we do not have that program. and I think it.iS unfortunate that we have not been. able to develop that legislatively. I regret that theSenator from Wisconsin does not feel that they have adequate information. because I believe that the figures are quite clear on thenumber of refugees70.000 of them. of which 40.000 are Jewish. I thiink this program is conbletely justifiable. I hope the Senate will adopt the amendment.*
