It ought to be negotiated and worked out. This is a back door kind of way. it seems to me. of continuing a program for one purpose. with a notion that somehow it is going to help in the area where all of us have the greatest sympathy. I would be enthusiastically in favor ofI would like to sponsor. if I coulda bill that would assist Israel to the extent that they feel they need assistance and which would be constructive to them in taking care of the refugees they have to handle. I do not think this is the way to do it.
