I believe this kind of program is extremely important for humanitarian reasons. I very miqh hope that it will achieve the support of the Senate. Finally. Mr. President. this program would affect approximately 70.000 refugees. of which 40.000 would be Jews coming either from the Soviet Union or from other eastern European countries and traveling to the State of Israel. It is not a great deal of money. I know there is the argumentand the argument will be madethat the European countries ought to pick up this program. I think it is highly unrealistic that we could expect them to do so.
