The only way we can create a condition of stability is to recognize. just as other countries are now recognizing. that it is a country that needs help. The 75 million people who have suffered what they have suffered have a right to determine their future destiny. One can never forget what I saw evidence ofalmost a million people slaughtered in a relatively short space of time. One can never forget hundreds of thousands of children and women and older people whom I saw in the refugee camps of India. This morning Senators. Representatives. members of the executive branch. members of the judicial branch. and many people from all over the United States participated in a national prayer breakfast.
