For the Laotian refugee driven from the Plain of Jars by the ferocity of American air attacks. for the North Vietnamese peasant whose family is killed by a stray American bomb. for the South Vietnamese farmer whose land is rendered lifeless and sterile in order to "save" it. there is no winding down of this war. For the families of American men missing or held as prisoners of war. there is no winding down of pain and uncertainty. Indeed. the Presidents recent indiscriminate bombing campaign against the North only served to generate more prisoners and postpone the day when the others will be released.
