A tragic and totally unacceptable reversion to the discredited bombing policy of the past. this is not the path to peace but the road to more bloodshed and lives lost. The failure of the bombing strategy has been apparent throughout the past 7 years. It has not broken the will of the North Vietnamese to resist. but it has yielded untold death. vast devastation. and millions of refugees. Under President Nixon. the air war has continued. more bomb tonnage being dropped during 1969. 1970. and 1971 than in the previous years of the war. And at the end of December the bombing raids over North Vietnam were renewed and intensified.
