It was the responsibility of the United States. which it discharged. The war in East Pakistan is over. and it is hoped that the war in West Pakistan will soon close. While I must say I do not think our country today has great influence in dealing with problems which are arising out of the war between India and West Pakistan. nevertheless I believe that. as a member of the United Nations and as a country which more than any other country in the world has given of its means and from conscience to peoples and humanitarian causes. it should join with other nations to assist in the repatriation and resettlement of refugees in India. and in providing food and clothing for the refugees in India and the starving millions in East Pakistan. I have no doubt that we will do this. The United States has already done more than all other countries in the world combined in this cause.
