I addressed myself at length to the reasons why I could no longer support the foreign aid program. I called. at that time. for a drastic reduction in military assistance. a phaseout of the bilateral development loan fund. and a shift to the multilateral approach for longterm economic development in the future. I indicated my continuing support for technical assistance. which is grant aid. as well as for generous American donations for the relief of war refugees and the victims of natural disasters. I also called for fulfilling our commitment to pay our agreed share of the cost for the United Nations. and its affiliated agencies. The bill we are asked to approve today contains some improvements in the foreign aid program. as we have previously known it.
