The United States should continue to urge the United Nations to carry out its great responsibility in the Security Council if possible. and in the General Assembly if efforts in the Security Council fall. I repeat what I said a minute ago. I have kept up with the problems of India and Pakistan. I have said that the cause of the flight of the refugees to India is the result of the Government of Pakistans repression in East Pakistan. But now that they are at war. the real question is whether the United Nations will undertake the responsibility which belongs to that body. I hope very much that it will do so.
