How are they going to remain free if we do not provide the necessary military and economic assistance for that purpose? The support assistance funds are provided essentially to keep a war economy going. and that is primarily in South Vietnam. I would also remind the Senate that the funds are used primarily for fertilizer. machinery. iron. steel. chemicals. and petroleum products. I think it is of interest. too. for the Senate to know that 90 percent of these products are purchased from American companies. I might also mention the fact that about $50 million of these funds will go for refugee assistance and land reform programs in Laos and South Vietnam-
