The people of the First District are growing restless and concerned. I might add. so am I. Some of the people affected by the OEOs migrant division In South Carolina are growing hungry because this tightknit band of brainstormers has not even sent money for payrolls. They have even gone as far as to violate the law of the land in rescinding a letter of credit without due process. Mr. Speaker. we have on our hands a mindless monstera negative monster. I might addwho is about to devour the entire South Carolina operation for the relief of poor. innocent men. women. and children. Migrants are perhaps the easiest people in the world to please. They have never had muchgoing through life scratching out a bare existencejust living from day to day. Finally. with the migrant division. the programs of the OEO. some thought the light could be seen at the end of the tunnel. Apparently. the southeast migrant division is intent on extinguishing that lightat least that is the impression they give me. Until something happens to change my mind. I have only one recourse. and that is to fight to kill the monster and replace it with a fresh organization.
