President. addressing myself to this amendment. the only reason I am taking any time at all on the amendment is that in committee I had a good deal to do with this item. The reason why we added the item as a line item in the committee. which is the effect of Senator PACKWOODs amendment. was that we could not see another reduction made out of the items which were left in the bill in view of the very sharp reductions which had already been made. So in the original goround. we added this specific line item on. and we added on the item for the Pakistan refugees-$250 million for them and $125 million for population control. We have restored the item for the Pakistan refugees as a line item. That is in here specifically. and it adds to the amount of the bill. We have not restored $15 million for population control.
