From our side. we might assure the Prime Minister that the United States will assume a position of benevolent neutrality in the present conflict in East Bengal. suspending all military and economic aid to the Pakistan Government. as the Congress agreed to do in the illfated foreign aid bill. until Islamabad comes to terms with the verdict of the majority of its own citizens. as expressed in their last elections. Secondly. America should provide as much humanitarian assistance as it can to help India avoid suffocation under the heavy weight of nearly 10 million refugees from East Bengal. In the third place. as the Washington Post editorialized yesterday. "Mr. Nixon has got to do some sympathetic listening." The core of the crisis in East Bengal and between India and Pakistan stems directly from the Pakistan military juntas rigid decision to use force. excessively. unrelentlessly. and indiscriminately. against its own citizens.
