They are asking for credit and assistance and help. the type that we simply could not refuse under the present circumstances in that area. It is for this reason that I introduce this bill today. The second bill is to provide assistance for the relief and rehabilitation of refugees from East Pakistan and for humanitarian relief in East Pakistan. up to an amount not to exceed $250 million. Mr. President. it would be unthinkable to me that. with the international problem faced by the world today in Pakistan and India. as a result of 9 million or more refugees having fled their homes in East Pakistan. we would not bear our share of this responsibility. For 25 years we have done what we can. through $9 billion of economic assistance to India. to support this democracy in its struggle for survival. As this - process has been evidencing success. it I would be unthinkable today for us. at - this time of tremendous need. in this * region so important to world peace. to not help relieve the burden of pressure that India feels in its budgetary process r directly as a result of the influx of . refugees. It is estimated that. by the end of the year. there may well be more than 10 million refugees and that the cost may exceed or be approaching $1 billion a year for the maintenance of those refugees. For the United States to abdicate its responsibilityto be a world dropoutwould be unthinkable. The third bill is one to provide $100 million for the United Nations development program.
