The failure and perversity of our Pakistan policy to date is most glaringly obvious when we consider how much damage it has done to our relations with India. We have forgotten that India is a truly democratic friend of our country. and that she has been deeply wounded by our military aid to Pakistan. both in 1965 and throughout the past 7 months. India now bears the burden of an estimated 9 million refugees on her soil. and daily confronts Pakistani troops. tanks. and guns on her borders. West as well as East. It is easy enough. from this distance. for our State Department to counsel restraint to New Delhi as well as to Islamabad.
