The Senator from Kentucky is entirely correct. I yield myself 2 additional minutes. The purpose of this amendment is simply to provide what we have provided in every other assistance program. and that is an authorization of 2 years instead of 1. and to reduce the authorization for the second year by $50 million. in the fond hope that the refugee problem might subside. However. I can say firsthand. having seen this problem in India and around Calcutta. that those refugees do not intend to. nor do they think they can. return to East Pakistan in the near future. So I feel we should. as a matter of good conscience and as a matter of showing our concern for the greatest problem of human suffering I have ever known or witnessed. provide as we have provided for every other kind of human assistance in this bill.
