In sum this exchange of correspondence is further proof that the Nixon administration either cannot or will not publicly explain its Pakistan policy. In the absence of such an explanation. I believe the Congress has no choice. but to take the initiative itself. Not only must it act to pass S. 2568. authorizing up to $400 million in refugee asistance. but it must also suspend all economic and military aid to Pakistan until there is convincing evidence that the Government of Pakistan is making a genuine effort to reach a peace of conciliation and compromise. I ask unanimous consent that the exchange of letters be printed in the RECORD.
