We certainly ought not to try to have the President of the United States certifying the election. and so forth. as a price for getting a little more time. I just believe that that is the wrong approach. Mr. President. one other point and I will be through. With respect to the matter of the sanctuary. a place for these refugees. political refugees. displaced people who are fighting on the same side that we have been fighting. I believe it is wrong to just write into the amendment that they will be taken care of and that we will make an exception to that. and at the same time we say "No more money for the troops." I hope the Senate will reject the amendment.
