Speaker. on August 3. the House passed legislation to. suspend all military and economic aid to Pakistan until thesituation in East Pakistan returns to "reasonable stability." Since then. however. slow Senate action on the bill has delayed any possible beneficial effects of this measure. Unfortunately. it has not delayed the devastation of East Pakistan and its Bengali people. Six months after the military crackdown in East Pakistan. more than 7.500.000 Bengali refugees have flooded across the border to India and refugees are still fleeing to India by the thousands every day. The East Pakistan economy remains in a shambles and the shortage of food has created the possibility of a staggering famine in East Pakistan. In sum. the suffering. disease. and death of the Bengali people is an ongoing human tragedy of immense proportions.
