We cannot stand by without using our influence on behalf of those Soviet Jews whose desire is for spiritual and cultural expression. We must exert diplomatic and moral resources in support of the courageous Soviet Jews who daily incur great risks and suffer inhuman treatment rather than submit to the destruction of their Jewish identity. In addition. we must utilize all available channels to convey our desire to allow Soviet Jews the right to emigrate to countries of their choice. It is a tragic crime for the Soviet Government to imprison its own citizens in a society where they can neither practice their religion
