Subject often to stringent currency exchange regulations in their own countries. adverse exchange rates. immigration regulations here which deprive them and their families of significant employment. almost invariably subject to high and discriminatory nonresident rates of tuition in our state institutions. foreign students are often denied the adequate health care which they need. deserve and can get in their own countries. because of its prohibitive cost. Let us not forget that the average daily cost of being sick and hospitalized in a Twin Cities hospital exceeds the average per capita annual income in many of the countries represented on our campuses. Third. foreign students provide a highly significant contribution to the education of our own citizens.
