Since 1965. the United States has dropped twice as many tons of bombs in Indochina as we dropped in all of World War II and the Korean war. These bombs have destroyed homes and rice paddies as well as suspected enemy units. In addition. we have sprayed defoliants over oneeighth of the territory of South Vietnam. thereby destroying crops which otherwise might feed several hundred thousand people each year. Over 6 million people have been made refugees. Whatever the tactical benefits from such actions. the fact remains that we have contributed to widespread destruction in South Vietnam and must now begin to restore normal conditions. There is much that we have done. but much more that remains to be done.
