The House. after careful consideration on the merits of each case. assigned a 15.000ton quota to each of three new quota countriesUganda and Malawi in Africa. and Paraguay in Latin America. The 15.000ton quota is the equivalent of a boatload. the minimal amount recommended by the State Department.
