Mr. Chairman. I rise today in support of those provisions in the Foreign Assistance bill which would terminate U.S. military and economic aid to the Government of Pakistan until the situation in East Pakistan has been stabilized. and the refugees in India have been repatriated. This restriction would prevent further involvement and complicity by the United States in one of the most vicious and devastating civil wars of modern times. It would insure the maintenance of American neutrality. thereby further substantiating the claims of the State Department that this is the actual intent of our policy. Unless Congress acts to abrogate our assistance to Pakistan. this conflict will drag on until both sides have so exhausted themselves that recovery will be next to impossible.
