It is true that the President may waive this suspension. under a new section 620(W) (2). if he determines that the Government of Pakistan is cooperating fully in normalizing the situation in East Pakistan. Time only will tell whether this waiver will be used. or whether the legislative restriction will in fact result in a prolonged suspension of aid to Pakistan. My instinct is that this restriction on aid to Pakistan will do little to resolve that tragic situation. Indeed. I fear it may hobble the efforts which the Government of Pakistan itself must make if order is to be restored. Recent events in East Pakistan. and the flight into India of millions of refugees. are fact. Mr. Chairman.
