Development loans by now have become a major instrument by which we provide assistance. on a bilateral basis. to friendly less developed countries. Only 15 countries are scheduled to receive this type of aid. and of these. three countriesIndia. Indonesia. and Pakistanare programed to receive 70 percent of the total. Technical cooperation and development grants are scheduled to receive some $183 million yearly. which compares roughly to the amounts previously made available. The Alliance for Progress remains as a major recipient of assistance. with some $378 million recommended for authorization. Specific authorizations of $100 million apiece are included also for population programs. and for humanitarian assistance to Pakistan refugees. Before concluding. Mr.
