Unless. a candidate comes within this legislative definition. he is free to spend as much as he wants and is excluded from the spending limitations of the bill. It is all very well for Congress. in its attempt to reform the election laws. to establish ceilings. limitations. and disclosure regulations. but unless they apply to actual people who are running for public office. it does not mean very much. The definition as presently drafted has two parts: first. that the candidate qualify under Federal law.
