Mr. President. the rapidly deteriorating events in East Pakistan are continuing their downward spiral to epidemics. communal violence. and war. Refugees are pouring across the border at a rate of 40.000 to 50.000 a day with an imminent total of 7.350.00 refugees in India. Yahya Khan. President of Pakistan. says: We are very near to war with India. Let me warn them (India) and the world. it means total war. Indeed. this may be correct. C. L. Sulzeburger wrote in the New York Times on The Kissinger trip produced an impression that the greatest immediate danger to peace lies in steadily Worsening IndiaPakistan relations and a possibility that war might explode between these South Asian neighbors. respectively supported by Russia and China.
