Mr. President. the provisions of the Immigration and Naturalization Act prohibit the entry into the United States of illegal aliens. A sugar crop producer should not be expected to enforce regulations under that act for which a considerable body of personnel and resources of the border patrol and other law enforcement agencies are already engaged. I think that is a very heavy burden to impose on the producer. Now. as to the question of charges beyond reasonable costs for housing. the proposal is: That the producer shall not have charged. or permitted to be charged. directly or indirectly. any amount In excess of the reasonable cost for the furnishing to any employee board. lodging. or other facilities or services customarily furnished by such producer or producers in the area or by a crew leader or labor contractor under the producers control.
