President. the United States. from its founding. has enjoyed a reputation throughout the world as a place of refuge and asylum for the persecuted and the dispossessed. I believe it would be a grievous error now to reverse this proud humanitarian policy by abruptly eliminating the transportation program for persons who wish to leave Cuba. I am advised that there are now. in* Cuba. from 40.000 to 65.000 persons who have made known their intention to leave their homelandmany of them having done so as long as 5 years agoand to emigrate to the United States. In most cases. these people have either given up or been deprived of their possessions and their Jobs. They are in limbo. awaiting clearance and transportation.
